For New York City's Charter Schools, a Lesson on Paying Rent

As a rent-paying school, Bronx Community Charter may also offer a lesson to many New York City charter schools if the mayor-elect, Bill de Blasio, follows through on his campaign proposal that "Well-resourced" charter schools pay rent. Currently, 114 of the city's 183 charter schools are housed rent-free in public school buildings, according to the Education Department. Mr. de Blasio has contended that charter schools have been favored at the expense of traditional public schools, which serve the vast majority of students, and that locating charter and traditional schools in the same buildings has resulted in overcrowding. James D. Merriman, chief executive officer of the New York City Charter School Center, said that because charter schools do not have a separate revenue stream of government funds for their building or capital expenses, they are "Required to steal from their 'operating Peter' to pay for their 'capital Paul.'" He said city charter schools occupying privately owned spaces typically spend 13 to 22 percent of their annual budgets on rent.
